arbitrary nature of the "cup"

So a cup of anything is 8 oz. of that or is it how much you can stuff in a cup? so is that tightly or loosely packed? What if the liquid is more dense than water?

I'm so not confused...

    A cup is volume, so yea anything you can fit in it. A loosely packed cup isn't a cup.

    It's only 8 oz if it's liquid.

    Roughly the reason why "cups" of different liquids have different caloric content.
