Is at home glute and leg building effective and can anyone suggest anything

Yes, and look up Strong Curves. The e-version of the book/programme is quite cheap.1

It definitely can be. The key is to progress over time (resistance, reps, more volume, less rest between sets, etc). I would follow a program for best results, something like Strong Curves bodyweight/home program.
Do you have access to equipment? Over time it is easy to max out the lower body with bodyweight alone, so if you find you need to be challenged more adding bands, dumbbells, kettlebells, and barbells will be most optimal to build muscle.

Ive been doing some glute activations that were given to my by my athletic therapist. They are beginning level but they have been greatly beneficial. I will attach them for anyone who wants to you use them.0
