Does lifting light weights still work

Depends on your goals, but in general, light weights at high reps are good for muscle endurance, while heavier weights are good for strength training. If the weights are too light, and you can do, like, 20+ reps over several sets you are probably working out pretty inefficiently, and should probably change what you are doing.1

It depends on your goals. If you're going from zero to light weights you'll experience newbie gains in strength. To continue getting stronger you will want to start lifting heavier weights or working out more frequently or more reps/sets. Of those three the most effective is heavier weights.0
