I was going to make this for dinner. I found it under dinners on the recipes part of my fitness pal. Has anyone made this or can help me. Why is it telling me to preheat my oven.

Maybe you're supposed to heat up the sub rolls?1 -
Is the spinach supposed to be a part of the sauce, or raw on top of the meatballs?0

It is a very common practice to brown the meatballs in a skillet that can then be transferred to the oven for them to finish cooking. The directions do not say anything like that and you cannot put a nonstick skillet in the oven but the recipe may have been adapted from a recipe that did and the person that rewrote it left the old instruction in there.
The theory about toasting the hoagie rolls is very plausible but my personal preference is to leave them untoasted so the meatballs will sink into the bread a little and be less likely to roll out onto my shirt.2 -
I'd say - spinach on top like lettuce.0
