Getting nowhere why

Hi im new to this. Can anyone help me for three weeks i have been on 1500 cals. I'm 16 stone three and 5"7. Belly is problem area. I have only lost three pounds. I have Cut out all all crap. I was eating crisps chocolate cake you name it. I've cut all out. Where am I going wrong g. Any advise appreciated. Thank you.
