Turning lower chest fat into muscle

Hi guys.

I've been on a weight training and diet routine since October last year. I've lot a tone of weight but not enough round my lower chest area. I have a set of weights and been using them and can see the upper portion or my chest forming rather nicely. However my lower is still flubby and fatty. I've just a week ago got some resistance bands as well. I don't know if it's me training the muscle or needing to loose a bit more weight.
