When I look at my health stats my BMI is at the high end of healthy but my waist to height ratio is obese. So I have set a measurement goal for myself more than a weight goal. How often should I measure?

How often is up to you. You'll see bigger progress if you do it once a month. You could do it once a week, but mentally how would you respond if there was little to no progress? If you can treat it as data points, and not get emotional about the numbers, you could measure more often.2
