Can all Garmin users connect with one another- like can a Vivofit and vivosmart users connect or do you have to have the exact same device?

    You just need to have Garmin Connect accounts.

    Yeah. You don't even need to have a device to connect to somebody, just (as @VegasFit says) an account. You don't need the app either, you can do it in your web browser.

    Correct. You connect via Garmin Connect accounts, so the device you have is irrelevant in that sense.
