Hi! So i’ve been working out for a while but during deadlifts I only really feel them in my back side of legs and never feel it in my lower back. Is this okay? I want to feel some of it in my lower back because I feel that’s like the only workout that hits the lower back.

If you're doing them correctly, your lower back is working properly, regardless of whether you feel it - which is not a good measure of effectiveness.
If you're unsure of your form, post a video and the trainers here can check it.2 -
Maybe.
Your volume, programming, exercise selection, intensity, body leverages, load management, response to training, etc...will have much to do with how effective a lift can be to you as a individual.
