As a 19 y/o with relatively low body fat I have 16 1/2 inch calves (42 cms) and I do not know how to slim them. I think it is mostly muscle but would losing weight help? What sort of exercises should I be doing to make them smaller (goal is 13 inches but that's likely impossible to attain)? I think it is mostly genetic but I play netball which may grow them.

If your calves are big because of muscle, as long as you continue to do things that work those muscles they will be larger than average. I have always had strong legs, especially when I became a frequent hiker and bike rider. As a runner, the shape of my legs has changed somewhat, but they are still noticeably muscular. I was told once I had the 'legs of a power lifter' - which I wasn't sure whether that was a compliment or an insult. I decided to take it as a compliment, since the guy was a weight lifter. Be proud of your strength. Skinny legs can't do the things that our legs can do.

As you lose weight overall, you'll lose some in your calves. But likely not 3 inches. Enjoy that muscle!
