When do you tweak your calorie or workout routine?

I want to lose weight but for the first 4 weeks I am simply logging of what and how much I eat (by weighing and double checking food) and I am daily weighing myself to see the weight trend. I am 5'2'' and fluctuate between 107-110 lbs.

I am going to start decreasing my calories from 18th of this month and will keep the other factors of my life how it is. When should I change the routine or decrease a few hundred calories after my initial start?

I always start exercising and decreasing calories simultaneously. Or rather, exercise but don’t eat more so that I am burning more than I consume. I suppose it depends on your personal goals though. I am 5’6”, 42, and 189 lbs, and I want to lose 50 lbs, so I want to try to jump start my weight loss. I have been logging on and off for a few weeks and using my home gym for about a week now. Starting Sunday, I will be more closely controlling what I eat to make sure that I eat at a deficit.

How much weight are you trying to lose? Do you want to build muscle or only lose weight?

I'm kind of confused what you are asking. Do you mean when to adjust as you go? I would say after a few weeks of no scale activity.

That all being said, what is your goal? How much do you want to lose? You are already quite low in weight.
