Weight loss / weight gain conundrum..

Bit of advice needed, probably what you've had to give 100s of times before sorry
I've lost quite a lot of weight over the last few years.. from about 16.5st to 11st. In this time I do zero weight training, so I'm left looking very skinny, very thin arms but with flabby skin.
I started weight training about 3 weeks ago.. I do a circuit on the JEFIT app, so Monday is shoulders and legs, Wednesday is chest and biceps, etc etc. I’m doing 3 sets of an average 10 reps.. about 6 different circuits per session. I’m lifting between 10 and 20kg… not a lot at all, but *seems* right to me (i.e. by the last circuit, it starts to get quite difficult, but still doable).
Anyway, I’m guessing it’s far too earlier to see any change.. I do feel stronger. I’ve also upped my calories from around 1800 when I was losing weight, to maintenance at 2300ish. Also eating a lot more protein, and not so much fat (though failed a few days). I’ve put on 2.4lbs in about 3 weeks, and unsure if this is fat or muscle. Also I do abs exercises every Saturday, should I try and do these more often.. maybe add them to the end of other sessions? It’s just that my belly is very flabby but I don’t feel like I can lose more weight as my arms are like noodles. Is all this normal? Obviously I’m aiming to strengthen my abs, but will I still have that flabby look over the top? I can kind of see 2 abs coming through a little bit, but that's probably from doing Insanity
