So some personal experience which might also be useful for other people.

Regardless of my weight my lowermost lower legs were nearly as thick as my calves for ages. I went to my gp asking if this might be an oedema of sorts. Nope, she could feel my muscles perfectly well, no pitting, nothing that indicated oedema. Just bad luck and the way how my muscles look like.

Four weeks ago I went for a leg massage because my lower legs, and especially my soleus muscle is constantly in pain. Got a fantastic leg and bum massage. Few days later, when I dared looking again because all the bruising was getting better (I bruise so easily) I noticed my lowermost legs were thin. Went back to massage therapist yesterday, and he told me that my lower legs were so tight that bits of fluid just got trapped inbetween the muscle fibres. Thus not your typical oedema, but special :D Got another leg massage and my lower legs even look better now. Not sure what to make of this story, but for me it worked.

Some more background info:
My ankles are hypermobile. As a result my lower legs work super hard to keep my feet in a forward position. Thus this causes my lower leg muscles to be constantly tight.
Flat and other problems feet. Which again puts masses of strain on the lower leg muscles, and is yet another reason for those muscles to be constantly tight.

Thus if you know there's not much fat causing a similar problem for you and you have very tight lower leg muscles this might be something to look into.
