Using hand weights while fast walking on breaks.

I am more concerned with working the under flab on my arms when I walk and just swinging them as you normally would your arms seems more to work out the upper front arms and shoulders - which is good - I will take that - but what move could I do with those weights to address the under-flab? Any and all help would be appreciated. I have to up my moves to get down below the 200lb mark - I am so close and it seems like it is taking forever!
