In the past, I do
1. intermittent fasting 16:8 (1000-1500kcal in average per week)
2. jog 1 time per week ( @4km - 10km).
3. Weight: 46.6

Recently I started PT, (2 times per week)
1. ate the same way - sometimes I do burst my calories
2. strength training + 4-6km of jog
3. Weight: 49kg

but my thighs are getting bigger , I weigh heavier and have bigger thigh measurement of 2-3cm

Am I eating/ snacking too much? If not is it normal to get bigger thighs before getting smaller? And if it is true, how long do I need to continue with strength training to see results

Because you weigh 2.4 kg more, you may be retaining water from the new exercise. You may also not have measured exactly the same way - it is very easy to make mistakes while measuring.

It is very, very unlikely that you've gained any muscle in your thighs.

Simone Biles has to work extremely hard for these thighs:

The average female can gain 1 lb of muscle per month under IDEAL (most likely eating in a surplus) conditions and that’s over your entire body.

No, it isn’t muscle weight. Yes it’s most likely water weight. It will fluctuate the entire time you weight train for as your body will hold fluids to aid in muscle recovery. If I change things up (more weight, different exercise, etc), I generally will retain more water for a couple of days afterwards.

I also second that you are most likely not measuring in the EXACT same spot or with the exact same level of flex/relaxation in your thigh which will effect the measurements.
