You can't spot reduce with exercise - it's not the fat that's doing the work, after all. As long as you're taking in fewer calories than your body is burning to keep you going, you will lose fat all over, and that will eventually include your belly and hips.1

No exercise will lead to targeted weight loss. A calorie deficit is the only way to lower your body fat, and that will go from where it goes, unfortunately.
