Is there an app or program that you can load a current photo and stats to and get a reasonable idea what you might look like at a given weight or fat percentage?

I don't think there is. Where you lose weight most is genetically determined. Plus frame plays a role as well, which can be hidden by fat.0

Yes, there are a number of them. I Googled "site to see how you'll look at a certain weight". Lots of "virtual simulators" were listed.
I looked at one a long time ago, but can't remember the name of it. I see nothing wrong with trying to get an idea of how you might look.

Just be careful of buying in to those forecasted body shapes any more than you should buy in to the “In five weeks you’ll weigh....” predictions.1
