More of the same... At what BF% to start building muscle?

Hi,
Inspired by all the threads where people are wondering if they're ready to go at a calorie surplus to gain muscle or they're not quite there yet, I was wondering if there are any guidelines on where a female should do so BF%-wise? Any personal experiences maybe?
