Losing weight eating maintenance but low carb

Last year I seemed to have lost weight at the weight I am at now by eating at my maintenance calories (1600), as long as I was eating high protein and low carb (like over 100g of protein and under 100g of carbs a day). I am at that same weight now as before (after I lost some then gained). I just decreased my calories from around 1300-1400 to 1200 and am still not losing. I am trying to eat high protein and low carb but it’s truly hard to do so on 1200 calories for me. Anyone have any advice on how I can start losing again? I weigh 145 lbs, am 5’4”, am 35 years old.
