I have a severely underactive thyroid, but am properly medicated for it. Are you? If not, that's a good place to start. If you are properly medicated, weight loss shouldn't be materially affected.

I'm in menopause, but I don't know whether I have "menopause belly". Like a lot of people of all sexes and ages, my abdominal fat tends to be first-on, last off, and there's still a bit there but not enough to trouble me. (I lost from obese to a healthy weight range several years back at age 59-60, have been at a healthy weight since, plus am not super appearance conscious anyway.)

I'm concerned about that "reduce calories, exercise more" idea. That's not always the best idea. I don't feel like you're describing anything as extreme as in this link, but I'm wondering if anything about the general concept resonates with you in a milder way:

There's some limited research suggesting that strength training may result in better loss of central body fat in post-menopausal women, but I consider it non-definitive subjectively. Still, strength training can be beneficial in other ways appearance-wise (admittedly slowly), so maybe worth a shot?

Beyond that: How long have you been pursuing weight loss via calorie counting this round? What does "not working" mean: No loss, slow loss (how many pounds over what time span)? What's your calorie goal, for what age/height/weight, activity level, and requested weight loss rate?

If you would be willing to make your food diary here MFP-public, even temporarily, some of the MFP old hands could take a look, see if anything jumps out. That's not a dig: Accurate logging is a surprising nuanced thing, has a learning curve, and sometimes experienced people can help a person accelerate that learning process. Many of us who've done it for a while have discovered some . . . um . . . flaws in our accuracy? . . . along the way.

I'd like to help, but more information from you would provide to go on. Hoping you can find a happier path, one way or another!
