I have no problems doing lateral raises but shoulder presses no matter how low the weight cause my joint in my shoulder to pop.

Both my shoulders pop when I do any kind of "arm circles". Sounds gross to myself when I swim... Is there pain with the pop?
But, you don't have to do shoulder presses to build your shoulders. You can build legs without squats, pecs without benching...etc.0 -
Do you mean "make a popping noise"? If so, not likely a problem as long as no pain with it or swelling after.
See, for example: https://health.clevelandclinic.org/snap-crackle-pop-need-know-joint-noises/
But if you mean "pop out of place", or there's pain/swelling, see a doctor.0
