    There are SO MANY WAYS to approach this.

    What kind of dieting plan can you stick with?
    What kind of exercise will you do for life?
    How much do you have to lose?

    Figure those out first and then come back.

    Fat loss will shrink the fat (but it will come off from whatever body areas it wants to, in whatever order your genetics trigger). Lose enough weight, it will happen.

    Sensibly moderate calorie deficit for weight loss, good nutrition is a bonus for health, exercise also good for health/fitness.

    In the short run, if your posture isn't ideal, working on that can make belly fat less prominent. There are exercises for that. Some common posture issues that have a belly-emphasizing effect are rounded-forward shoulders, chin-forward head, anterior pelvic tilt (top of pelvic bone forward of lower edge of pelvic bone), too much concavity in low back, locked knees. Looking at yourself in a mirror and playing with posture should give you some hints about what to work on (if anything) in that realm.

    This can work. I'm also 5'5", and now age 67. At 59, I was 183 pounds. By part way through age 60, I was at a healthy weight, have been at a healthy weight since, 129 pounds this morning. My body is far from perfect, but it's much more appropriately proportioned than it was at 183.

    I’m slowly losing belly fat. I’ve noticed that as I’m losing weight, it comes off of every part of my body. I’ve measured myself after 3 months of loss. The only exercise whereI actually try to target my stomach muscles is done in a swimming pool. I swim on my back. I alternate this with other swim stokes to add variety. I just want to exercise the stomach muscles a bit. I don’t think I’m targeting fat on my stomach.
