Should i cut or bulk?

Okay guys... i'm a 5'02" girl.. around 24% body fat and weigh 112. I've been on a strength training program, just now starting my third week. But I got a little discouraged after going with a friend tonight.. who has never lifted.. but appears to have way more muscle than I do because she is more lean and has less body fat. So I started to wonder.. should I cut more before I start trying to bulk?
I wouldn't necessarily say I'm eating a surplus of food.. and I definitely eat healthy (protein smoothies in the morning also... and I previously lost 30 lbs.) -- I'm just trying to figure out the next step to take to help me reach my long term goals -- aka.. building muscle.
My schedule is mainly focused on strength. I do arms/shoulders/back twice a week and legs and abs twice a week... lifting 8-10 reps.. 3 sets. I squeeze in HIIT cardio on one or two off days.

I agree with the bulking / maintenance. .. feed your muscles grow them.. then cut.. you can also do a few weeks/ months of each cutting a bulking.
Im doing a rather lazy job of eating at maintenance. .. and doing stronglifts ( 3 things a week with that yay!!) Just eating more im having probs with as ive been slack with it...
My plan is to build some muscle and then cut... and then build more... eating at a deficit and doing strenght training only maintains what you already have....
So id bulk0
