What is the best workout routine?

I am currently on a pull, push, legs split (yes in that order) however I feel like I should be working out 5 times a week. I specifically want a routine made for building muscle in the arms, shoulders and chest. Any suggestions?

    The best workout routine is one you'll stick with. And you SHOULD be doing a full body routine with emphasis on the body parts you want to improve. You DON'T need to work out 5 times a week to attain this.
    Do a push/pull 2 day on, rest, 2 day on routine. So push 2 days a week and pull 2 days a week.
