Stupid question about weights

When referring to the weight of hand weights or dumbbells in pairs, does the weight quoted refer to the pair or to each one separately?
e.g. Would 2 kg hand weights be 2 x 1 kg (so a total weight of 2 kg for the pair) or 2 kg each (so a total weight of 4 kg for the pair?
I am doing Ripped in 30 with 2 x 1 kg hand weights (using larger dumbells for a couple of moves like the deadlifts and shoulder presses as doing them with little handweights seems kind of pointless) but I keep reading about people doing them with e.g. 3 lb weights (so roughly 1.5 kg) and I'm not sure whether that's means 2 x 3 lbs, or 2 x 1.5 lbs.....

i would take it to mean 3lb weight in each hand, not 3lb for both weights0
