    Several possibilities, hard to know without more info. Some possibilities:

    - you only get extra calories when your activity level exceeds the activity level you chose on MFP. If you choose a higher activity level, those 13000 steps may not be enough to get extra calories.

    - what device have you connected to MFP? A fitness tracker? MFP adjusts your goal based on your TDEE, steps aren't directly taken into account. A fitness tracker will take step count into account to calculate your TDEE, but also for example your heart length. I've had many cases where a higher step count gave me a lower calorie adjustment because my heart rate was lower, or a lower step count with higher calorie adjustment because my heart rate was higher. Heart rate helps estimate calorie burn, but it isn't fully reliable - in periods of high stress my watch gives me a higher calorie burn for the same walk.

    - there could be a syncing issue. You can compare your TDEE according to your fitness tracker to the number MFP has taken into account. On MFP's side, you can tap on the calorie adjustment line in your diary
