Why is my belly still bloated?

Bloated can mean several things: fat, water retention, gas...
And cutting calories doesn't tell us much about what you're eating or any info on the time-line (days, weeks, months?).

Calorie deficit is the hard bar for weight loss - over budget, you will gain, under budget, you will lose and while diet and activity might alter the budget to some extent, ultimately there's no way around that. That said, there are a lot of other factors. Yes, if you eat like a racoon but stay under budget, you'll lose but you won't be healthy and you won't feel healthy.
Quick and dirty answer, cut sodium (it's everywhere, track it and keep it as low as you realistically can) and make sure you are drinking a metric ton of water and see how you feel. I'm not a doctor, dietician or nutritionist.-m

That being said, carbs will add water weight, so sugar, bread, donuts etc, will bloat you. Salt will also cause water retention. If you want to ditch the bloated feeling, go low carb and low sodium. That means fewer processed foods, and no sugary, baked/fried snacks. You weight will still fluctuate based on food, and/or waste in your system. But you will get more consistent weight readings and less bloating if you are limiting carbs and salt. At least that is my experience and what is often recommended. If you eat a high carb or high salt meal, then expect to see it on the scales the next day.
