Today I reached one of my weight goals and the app increased my calories by 200. Is this normal? I still have 40lbs to loose and adjusted my goal.

Well . . . maybe.
Though I could be wrong, my understanding is that MFP relatively recently changed the calorie estimation formula they use to be more in line with more current research. (It's always been research-based, and sometimes more up-to-date or sophisticated research changes results.)
However, I'd suggest you double check all of your profile entries, and make sure there wasn't an accidental typo someplace when you updated your goals.
Also: Certainly, if you increased your activity level setting, that would make calories go up. Ditto if you intentionally picked a lower weight loss rate, which can be a sensible thing to do as we get closer to goal weight.
Generically, in real life - in our bodies, not in calorie calculators - our calorie needs don't increase when we're smaller, but all other things are the same, including how much we move in daily life as well as exercise.0
