Is the weight of rice and noodles before or after including water

Does anyone know if the rice and noodles weights on this app are before or after it’s absorbed the water( before or after it’s cooked)?

That depends on what food entry you're using. Generally speaking, if you see an entry with 350-380kcal per 100gr, then it's for the uncooked weight. For cooked rice or pasta, the calories per 100gr will be quite a bit lower.

. . . so look for a database entry that explicitly matches the food you're weighing: "rice cooked", "rice dry"/"rice raw".

For foods like that, that can absorb varying amounts of water in cooking, the dry/raw weight is likely to be a little more accurate.
