Oura Ring?

Is there a way to connect an Oura Ring for steps and workout info? Or, a way to manually add steps each day?

MFP has a list of all the devices and apps that can be connected in various ways. The list is here:

Note that if a device can't be directly connected, but that device can link to another app that can be connected, it may be possible to get data from the device into MFP. That indirect possibility is why I'm not even going to attempt figuring out if there's a path to connect the Oura Ring, because I might miss some indirect option and give you bad advice.
(I don't have an Oura Ring, I have a Garmin. Garmin will sync directly with MFP, but I don't sync mine. Long story, not relevant here. Also, I'm not an MFP staffer - they don't read all the posts in the Community, let alone answer them. I'm a regular user like you, just a long-term one, trying to help you if I can.)
It isn't possible to input steps here by hand, other than converting them into time walked at a given speed, and typing that into the Cardiovascular exercise section. If you choose to do that, a better way to get a calorie estimate would be this calculator with the "Energy" box set to "Net", then just type that calorie estimate over whatever the MFP default calories are.

If the steps are daily life walking rather than intentional exercise, probably a better approach would be to set your MFP activity level with your average steps in mind, and not try to treat them like exercise. If you take intentional brisk walks for exercise, that may be more reasonable to treat as exercise calories.
