How long have you been at this? Water retention fluctuations can be weird for a while, especially for women who have monthly hormonal cycles. If you haven't stuck to your current eating/activity regimen for at least one full menstrual cycle - if not two - so you can compare body weight at the same relative point in different cycles . . . the best answer, honestly, would be to stick with the current routine to see that multi-weeks trend.
If it's already been that long, we could offer better advice if we knew more about you and your current approach. I started around your current BMI, but I don't know whether we're even remotely close in height/weight/age/activity level, what your current calorie goal is, whether you've seen any scale movement at all (over what time period), etc.
FWIW, eating clean and healthy can be good for health, but it's finding and eating the right number of calories that will trigger fat loss . . . and that's true whether counting those calories, or not.0
