Are you logging your food and staying within your calories?

What do you mean by continuously? Can you give us a list of dates and weights?

Is this new exercise? Water retention from new or more intense exercise can mask fat loss on the scale for multiple weeks. The duration of confusing results can be longer for women who have monthly cycles. Depending on timing of the exercise start-up and the cycles, the two can sequentially or simultaneously bump the scale up for multiple weeks,
Others above are correct about calories being the key, though, for fat loss. If you do have water weight weirdness happening and distorting the scale, but fat loss is happening behind the scenes, it's probable that you'll see the fat loss trend in a 4-6 week average weight change, or at least one monthly cycle if that applies so you can compare body weight at the same relative point in at least 2 different cycles.
