When you gained weight why did you choose to place it on your belly in the first place?

The difficulty is that the weight loss wants what it wants. I don't know where you are at in terms of your weight, but overall the idea would be to lose weight, period.
Keeping that in mind, I'm now below 22 BMI, have a little of a belly and definitely have jiggly thighs still. On the other hand, the bones on my upper body show (above my chest) and I definitely already have some arm muscle definition at rest. Not huge, but some. I don't want them to be more visible to the naked eye.
To lose my belly and thighs, I could loose more weight. I'm choosing not to. Instead, I'm choosing to maintain (an effort in itself) while strength training. I hope this helps "reshuffle" my body weight distribution over 1-2 years. I've already seen some small changes in my figure (bulges which are receding) so I'm hopeful.
So, my answer, as a random person at weight goal but still working on her body:
- Loose weight, period. And wait until that part shrinks. Different bodies (genetics, etc.) shrink differently. Sometimes the place you hyper-fixate on is absolutely the last to go.
- If already lean: strength train/muscle build while maintaining weight to change body composition.
That's what I learned during my research.
