Generally, it's supposed to be the percent defined in US food-labeling regulations.

You can reset your MFP goal percent to something other than 100, if you have an atypical personal goal.
One catch is that some of the MFP food database entries may have been created (by users) at a past time when the regulations had different values, because some have changed over time. Also, international users may've entered values on labels that are accurate in their country's regulatory situation, but that differ from the US. Usually that won't be a big deal, and discrepancies for your logged foods are minimized if you make sure a food entry matches the label of the food you're eating, the first time you log it.
