Elevation Training Masks questions

Hey all,
I spotted an air-restricting mask online for that simulates training at elevation (i.e. Mountains) so you're lungs work harder and get stronger which is meant to boost your cardio. I'm concerned about what having a restricted airflow would do to your body. Wouldn't that mean a lower oxygen level in your blood and give you some kind of brain damage? Forgive my ignorance but I'm curious.

I honestly don't know much about them and haven't used one but there is a PT that I know and respect who uses them sometimes0
