Seated leg press

Why do I not feel this exercise in my legs but only feel it in my lower back?

Butt wink. You need to keep your lower back pressed hard against the pad the whole time. Grip the handles to ensure this. And you need to place and angle your feet such that you have the mobility to perform the reps without your lower back moving. If you don't have that mobility, probably lacking in your ankles if so, that's something to work on first.

I do leg presses on a regular basis. You might have wrong technique if you feel a lot in your back. Watch the weight, and make sure you are not arching your back while doing it to try to move a weight that is too heavy for your legs. Also, don't go past 90 degrees at your knees. Lower than this doesn't add to your muscle but does add to injuries.
