should I start a bulk or lower BF% a little more first

thinking about doing a bulk, im 5'7" and 140lbs, 23% bf, still have fat legs and butt though, should I try and drop my bf% first then bulk? or will doing a small bulk (like 200cals over tdee) help lower my bf% and slim down my legs and butt some. I do want to gain some more muscle and I already lift heavy about 30-45 minutesa day 3-4 days a week.

sorry im sure this has been asked 1000 times before, I looked around but didnt find the awnser, any help from people that actually know what they are talking about would be helpful
