Gained 10 pounds but inches are the same?

Did this happen to anyone else? I've noticed in the last few weeks I've somehow gained 10 pounds and when I go to measure myself, the inches are still the same from before I gained the weight. I have no clue where it's going. I did recently go and get my RMR/BMR tested to find out exactly how many calories I burn doing nothing and found I have pretty much been starving myself this whole time. My RMR is 1771 and before I had been eating 1200 and working out and not eating those calories back. Since then, I have upped my calories by 300 and I make sure that I eat at least that everyday. I still workout and I try to eat well (sugar is my problem). But when I get on the scale it keeps going up (unless the scales at work are not calibrated). I don't know what it is. I know, people say that I should ignore the number but in my line of work the number is kind of important. I know I don't log like I should but from the days that I have logged that's pretty much how I've been eating. Any ideas?
