Losing inches vs. pounds

I've recently reached a weight I am quite happy with. Ignoring the numbers on the scale, I would like to lose a few inches in the hips/waist area. I lift weights and do a variety of cardio exercise and am very aware of what I am eating (and whether or not it effects these areas!). My question is, should I still be eating at a calorie deficit? Is it possible to tone/tighten this area without losing more weight?
I have never measured my progress by logging inches gained/lost. Any suggestions would be appreciated.

Small deficit if you have more fat to lose. "Heavy lifting" to maintain muscle (or appear more "tones"). I recommend Strong Lifts 5x5.0
