    If the person said they would do something and, at the moment of saying it, had no intention of ever doing said task - they are a liar. If they meant to do it and just never got around to it, they're unreliable and flaky. I confess to being in the second category sometimes.

    Just untrustworthy. Keep it in mind, and if you need something important done, just don't ask her. Or if you do, prepare to do it yourself. Doesn't mean she doesn't care; it just means you're not at the top of her hierarchy of importance.

    Unfortunately, it's my landlord. Repeatedly telling me things are going to be fixed/done that aren't...got mad 'cause I went to the owner with the major problems. Since she doesn't have a boss, that was the person to go to. Unfortunately, it hasn't stopped the lying.

    Leave.

    No. Liar is a very, very dangerous word. think of it as pointing a gun. It's not a description, it's an action with a guaranteed reaction. You do not use this word unless you want to find yourself in a quick draw situation.

    And that landlord has had far more practice at being a crook than you have, I assume, so you will not be able to win at the game of dishonesty.

    So yes, he is a liar. But don't even whisper it. He is manipulative. And that's a hell of a lot worse than being a liar. That's far more dishonest. That's amoral.

    Get out of there. One of the lessons I've learned in life is that if you cannot trust someone get rid of them. Do not muck around, do not have conversations with them, just smile politely and get out. Because I guarantee that if you do not, you will find yourself stung one day, eg they will blame the shoddy plumbing on you or something, and take it out of your bond. Get Away. Don't call them anything, Just get away. :)

    This. As far as I've been able to find all states have a renter's mechanism for withholding rent for a dangerous or otherwise substandard apartment. Look up the law and use it.
