Should I eat more?

In reading various posts, I am finding conflicting information. Some people suggest low caloric intake while others have success with the TDEE-20% ranges. What do you recommend? Currently, I have my caloric intake set at around 1400 a day. According to the TDEE and BMR calculators, I should eat within a range of 1900 calories. I have not lost weight in about 8-9 weeks after measuring and weighing my food consistently. Could it be possible that I am not eating enough?

exercise- (c25k- 3 times a week, and walking 2 days per week around 30 minutes)
