Best Approach?

My goal - walk 4 mph for 1 hour daily, starting out at 30 minutes and working up.
My question is which is the better approach:
Walk 30 minutes a day until I'm doing 2 miles in that time and then increase time
or
Work up to 60 minutes and then increase speed
During summer months I also swim and tread water. Pool will probably be open for another 4-6 weeks so I will be getting more than 30 minutes of cardio a day.
