women help, with thick thighs

Big thighs runs in my family however before menopause I could exercise and lose weight and get thinner thighs. Since menopause when I exercise my thighs just gets thicker and my pants gets tighter in the leg. When I do not exercise they go back down but that's because im losing muscle mass. Any suggestions and do you think they will eventually go down? I haven't seen it so far and I love to exercise. The problem with that also is my pants will be saggy at the waist and tight on my legs and if I try better fitting pants then I cant get them over my thighs to fit my waist.
