Any routine suggestions?

Hi! I'm twenty-years-old, and I'm new to exercising, and I as wondering if anyone could help me find the right regimen?
At the moment, I am about 143lbs, which includes 9lbs of breast-weight. I'm 5'2", and my measurements are pretty thick, 41-30-38. Even though I'm at a healthy weight given my frame size, I still have a lot of flab. I'm looking to target my upper arms, upper back, shoulders and stomach, and any help would be greatly appreciated!
Just on a side note, will my body type affect how I loose and gain weight? Also, is there any way to target those areas without loosing my breasts and butt?

Pick up heavy things. Check out Starting Strength, New Rules of Lifting for Women, or Stronglifts. That will keep you at your approximate weight, but reduce flab. Or it could make you gain weight, but lose flab. Muscle is magic like that.0
