im not sure what it would be but id say you would have a range max -min as each person is different with bone structure and size etc so for instance im 5'4" not much shorter than you and my bones might be bigger or smaller than yours so my normal will be different to yours.
hope someone else will have more info as it would be interesting to see what an avarage measurements would be

Ok - Got me curious, will post what I find.

You should note that this should be used for curiosity sake only. there is such a range that your measurements are going to be most effective when compared to your own over time as opposed to an ideal

    Waist-hip ratio:
Notwithstanding wide cultural differences in preferences for female build, scientists have discovered that the waist-hip ratio (WHR) of any build is very strongly correlated to attractiveness across all cultures. Women with a 0.7 WHR (waist circumference that is 70% of the hip circumference) are usually rated as more attractive by men from European cultures. Such diverse beauty icons as Marilyn Monroe, Sophia Loren, and the Venus de Milo all have ratios around 0.7. In other cultures, preferences vary, ranging from 0.6 in China, to 0.8 or 0.9 in parts of South America and Africa, and divergent preferences based on ethnicity, rather than nationality, have also been noted.

Health authorities in Spain are recommending a major overhaul of clothes sizing. They will use the results of a fascinating study that laser-mapped over 10,000 women aged 12-70.

The research identified three main body types: cylinder (similar measurements for bust, waist and hips), diábolo (or hourglass), and bell (pear-shaped).

They discovered that body shape generally changes with age - typically starting at a cylinder shape, then an hourglass shape (around age 30-60), then to a bell shape.
