    It seems more like she doesn't know what a "brain" is. I mean, earthworms have brains. It's a physical organ so it doesn't need to be "scientifically proven". Maybe she's trying to ask if dogs are capable of independent thought, if they have souls, etc. but just can't form the words because she's functionally retarded.

    Or it's all just an act to go with her fake boobs, bleached hair and babydoll voice.
