Losing weight and inches to join the US Navy

I currently weigh 278 lbs and measure around 46.5 inches on my waist. I need to get down to at least between 230-240 lbs and 40-41 inches around my waist. I am giving myself about 11 weeks or unti January 1st. I need good tips for workingout and good tasting cheap recipes

That is a fair amount of weight to lose in that period of time. It is probably doable, but will be tough. Check out Military.com for their guidelines, they also have some training programs.

The main focus seems to be on pushups, situps and running, plus swimming.. You could do some of the programs they have on military.com, They have a book you can buy, but probably don't need it, just look at the requrements and make sure you can do them easily.
You could do something like 100 pushups, 100 situps, and couch to 5k. Plus some swimming if you are not a good swimmer.
If I recall boot camp had lots of jumping jacks and burpees too.
The diet section here has lots of recipes.
