People are saying that a little heavy lifting will help with stomach skin that is stretched out and floppy. What kind of lifting should this be? How is lifting with arms going to help with a belly?

Lifts like squats are the whole, body! Or a lot of it. I can feel them in my core muscles. A lot of weight lifting I can feel in my core muscles.
I am not sure how lifting heavy targets belly flab stuff, but lifting heavy has given me better posture and stronger/leaner looking ab muscles.

Compound lifts work your whole body. Heavy means heavy for you. Squats, deadlifts, bench press, overhead press are the big 4. I can't speak for your specific circumstances, but heavy lifting and eating at a caloric deficit has made me drop body fat all over. I do almost no cardio.

Starting Strength, Stronglifts 5x5, and New Rules for women are all good starting programs.
