Measurements not going down

I've slowly lost alittle weight, and my pants are fitting looser. Like alot looser. But my measurements are not changing? They go down, then up, then stay the same? I measure my waist, around my belly button, my hips around the largest part, and my thigh just below the largest part. I measure in inches about twice a month since late August.
My measurements for waist: 41.5, 40.5, 39.5, 39, 39.5
Hips: 43, 43, 43.5, 43, 42.5
Thigh 25, 24.5, 25, 24, 24.5
I started adding strength training in a month ago (last two measurements). Do I just need to lose alot more weight before my body actually starts changing?

What kinds of workouts are you doing and how many calories do you eat daily? Don't lose hope, I've been working out since mid June and have lost only 5 lbs but I did lose 11.5 inches. 4 from my hips and 4 from my waist, plus some all over. I eat about 1600 calories a day, don't eat back my calories and walk/run 4 miles 3-4 times a week plus Insanity workout 5-6 times a week... For me my body is just taking its time and that's ok, it's not a race.. I feel awesome and I can run nonstop 4 miles now.. Just keep doing what your doing, and keep in mind, it might just take a little longer. Good luck0 -
You are probably hitting slightly different parts sometimes. It's hard to be exactly consistent with measurements unless you use a landmark, lol. If your pants are a lot looser, that's probably a better indication right now.
You could be puffy from hormones or whatever sometimes, too. I will say that if you notice your muscles suddenly feeling a lot bigger (to you), that could actually change your measurements a little, but it won't be actual muscle yet. They can swell, though (or store water or however you really phrase that ). I've had that happen.
Of course, watch your calories and logging, too. But if your pants are looser I wouldn't worry about anything0 -
Are you measuring the same time of day? I would think this would make some changes to numbers.0

Since I started my thigh measurement has only gone down 2 inches. Fat is just being replaced by muscle.0

Same time of day - mornings before breakfast. I do light strength training workouts (injure my back easily, so I dont push it - trying to build up strength at a slow pace). and I walk all the time - around 4 miles a day.
Its true that I may not be measuring the same place every time and I did not think about bloating and hormones. I thought that the thigh going up alittle made since because alot of my new strength has been in the legs. But my belly should be shrinking some, so maybe its just bloat.
My pants being looser is a good motivator. I tried on some pants that no longer fit before - I could just barely button them! thats definitely moving in the right direction.0 -

Are you measuring just hips and waist? You could be losing elsewhere.
Are you incorporating any strength/resistance training?0
