Weight training- help!

So if I want not bulky muscles but more of a "chiseled" look. Would I do more reps with a lower weight? Help! Any advice would be greatly appreciated!

Eat at a deficit to lose fat.

Low reps, heavy weights to keep most of your existing muscle.

    Don't do steroids.

If you've never done a serious beginner strength program, don't try to invent your own. Pick one of the well respected programs and follow it to the letter, at least at first. Starting Strength, All Pro beginner, Stronglifts 5x5, New Rules of Lifting, Strong Curves, Body By You.

You can make your muscles get bigger, or you can make your muscles get smaller. To make your muscle definition more apparent, reduce your body fat percentage. It isn't possible for women to get 'bulky' as they don't have testosterone (unless they put testosterone into their body from outside). Women that have bigger frames have so because of their genetics. You won't be able to put on muscle quick enough to suddenly wake up and think "I've got too much muscle!".
More reps with a lower weight will typically encourage muscle growth, but if the weight is too low and the reps too high you're just wasting your time.

It is nearly impossible for a woman to accidentally add muscle or "bulk up". Lower weight at higher reps for a beginner is a waste of time because at best it's doing the exact same thing (results-wise) but much slower. At worst, it does nothing or is simply cardio masquerading as strength training. Get a good beginner program with compound lifts, as recommended above.
